EC2 is currently hidden behind dev mode. Make it an experimental feature that customers can enable. Also, remove some old experiments from settings page description.

Problem
EC2 is currently hidden behind dev mode.
Solution
Make it an experimental feature that customers can enable.
Also, remove some old experiments from settings page description. Here is what it looks like now:
